Vulkan: Update "fragment_ops" failures on Android

A Qualcomm driver bug causes certain "dEQP-GLES3.functional.fragment_ops*" tests to fail. On Pixel 4 XL, this only occurs when the device is rotated 90 or 270 degrees.
