Revert "Create a recursive version of MutexLock, and apply it to EGL."

This reverts commit 20b950a2. Reason for revert: This is causing regressions in Chrome tests (https://chromium-review.googlesource.com/1546268) as well as google3 presubmit tests (cl/241036666). In both cases there's a timeout.
