Define GLAPI the same way as GL_APICALL.

GLAPI is the desktop OpenGL equivalent of OpenGL ES's GL_APICALL macro. They need to be consistent to prevent CLang from producing errors when compiling with -Werror,-Winconsistent-dllimport.
