Add -Wno-pointer-to-int-cast

This is the last remaining instance of the warning across Chromium. It's fixed upstream but I can't seem to figure out how to successfully roll deqp. So suppressing it here for now. This can be removed once the deqp in Angle has https://github.com/KhronosGroup/VK-GL-CTS/pull/199.
