Add WebKit bounds checking to Chrome credits.

We were not respecting the terms of the license that this piece of code requests for redistribution. I noticed this when investigating adding a new third_party library and wanted to display its license in about:credits. This change adds a special file that the licnese check in Chrome uses and fixes the naming of the README for this script.
