Avoid GPU-GPU copy for StructuredBuffer
If uniform block is translated to StructureBuffer on D3D backend,
must do a GPU-GPU copy when updating uniform buffer. If buffer's
latest usage is StructuredBuffer, directly upload to structured
buffer.
