Fix attachment validation bug
Passing COLOR_ATTACHMENTm, where m is greater or equal to
MAX_COLOR_ATTACHMENTS, to a FramebufferTexture* function should
generate an INVALID_OPERATION instead of an INVALID_VALUE error.
