Regres: Bump MaxProcMemory from 2GB to 3GB

dEQP-VK.synchronization.internally_synchronized_objects.pipeline_cache_compute When the wind is blowing in the right direction, this test can exceed the per-test 2GB sandbox memory limit, causing a flaky out-of-memory crash.
