Added support for reading the following formats in the Blitter:
- VK_FORMAT_B10G11R11_UFLOAT_PACK32
- VK_FORMAT_E5B9G9R9_UFLOAT_PACK32
Fixes all failures in:
[dEQP-VK.api.copy_and_blit.core.blit_image.all_formats.color]
