vk-master-risky.txt is android/cts/master/vk-master-risky.txt | grep -v wsi
vk-wsi.txt is external/vulkancts/mustpass/1.1.3/vk-default.txt | grep wsi

Note that the WSI list comes from the other side -- Android's mustpass
excludes the WSI tests for other platforms, which we want to run.
