vkQueueWaitIdle and vkDeviceWaitIdle as noops
Added the implementation for vkDeviceWaitIdle, which calls
into a noop vkQueueWaitIdle for now, until we have a non
noop implementation of Fence objects.
This allows many tests to run properly.
